Landowners Lawsuit Over Assessments Moves Forward Before New Delays

Remember that lawsuit the town's been facing from a number of
its larger landowners who objected to having their assessment
rates raised during the administration of Bob Cross, Jr? The one
that resulted in not only fisticuffs between the town supervisor
and one of the lawsuit's plaintiffs, but a dismissal of the original
Article 78 suit seeking reversal of the town's actions, as well
as a lengthy appeals process, based on timing and other technicalities.
It turns out that the matter proceeded as a Constitutional Rights
case and was set to be heard by a jury in Ulster County's NYS
Supreme Court chambers on November 15.

It has been in the hamlets Phoenicia and Pine Hill and was
set up a couple years ago at the long vacant Catskills Interpretive
Center site in Mount Tremper. Last year it was celebrated
in Big Indian, with a nod to nearby Oliverea, featuring
the unveiling of not only a 14 foot tall sculpture of the
Native American who gave Big Indian its name but two nifty
custom signs along Route 28 identifying the hamlet.

Onteora Talks New Supers
School Board Hears Its Search Parameters Then Grapples
With Kindergarten Issues

After weeks of discussion, the Onteora School
District Board of Education finally appeared satisfied
that Bennett and Phoenicia Elementary schools
would have one (instead of two) Kindergarten classrooms
per school. At Tuesday night's August 24 board
of education meeting in the Middle/High School
auditorium, Interim Superintendent Charlotte Gregory
said K-enrollment at Phoenicia School is currently
at 18 students. Bennett currently has 23 students
enrolled with possibly two more students coming
in. Woodstock Elementary has two Kindergarten
classrooms with 15 and 16 students in each class.
She said any overflow of students at Bennett would
be sent to another Elementary school in the district.

The monthly meeting of the Central Catskills Collaborative
will not take place this Thursday, August 26th,
but instead will be convened in late September.
Group Advisor Peter Manning said that he is in the
process of reviewing a compilation of "local
assets" collected by representatives from the
seven communities participating in the project.
The assets, a collection of attractions ranging
from geological features to nice shopping alternatives,
are said to be the gems threaded together by 50
miles of Route 28 between The towns of Olive and
Andes.

Dear Friends and Neighbors,
Not long ago I advised our high school graduates
to ask for help if they need it and I've
decided to take my own advice. Maybe you're
the person I need to be talking to, maybe
you know someone.
In 2001, I created this newspaper together
with my editor, now friend, Paul Smart.
We didn't do it because we thought we'd
somehow be well compensated for the work
involved. And we didn't do it for any political
reason or to change these communities we
love so much. We started these papers because
we felt there was a huge need for a solid
and reliable source of information about
what was going on around here. Because there
wasn't one with a truly local focus, most
of us lacked a good understanding of many
of the things that were directly impacting
us all.

Hoarder Arrested
40 Dogs Found Without Food & Water In Closed Pet
Store On Edge Of Town

After being watched for almost a year and always avoiding
arrest by a thin margin, a 52-year-old woman has been
arrested and charged with failing to provide proper
sustenance to a dog and faces further charges in connection
with 40 dogs that were found in cages and without
food or water, according to the Ulster County Society
for Prevention of Cruelty to Animals.
Her number came up last week after moving the animals
to a new location in Phoenicia, ironically a closed
pet store, along route 28 just outside the hamlet.
